This directive halts non-essential civilian hiring across federal agencies, with exemptions for critical roles in national security, public safety, and essential services. The freeze builds on a temporary measure implemented in January, aligning with Trump's goal of creating a leaner federal workforce.

The order requires agencies to conduct a thorough review of staffing levels and submit detailed reports within 60 days. These reports will outline workforce needs and propose ways to optimize resources. The administration views this as a step toward ensuring taxpayer funds are used effectively.

Exemptions Ensure Continuity of Key Services

The hiring freeze includes exemptions to maintain vital government functions. Positions in the Department of Defense, Veterans Affairs, and law enforcement are excluded, as are roles critical to public health or infrastructure. Agencies can request waivers for essential positions, subject to approval by the Office of Management and Budget (OMB).

OMB Director Russell Vought is tasked with overseeing the freeze’s implementation. Vought emphasized that the policy will establish a new baseline for federal employment, enabling a data-driven approach to workforce management.
